Sustainable Public Procurement

This introductory program presents the SPP 360 Approach as a structured, system-level approach that helps governments use existing public spending more efficiently and effectively.
It provides a practical roadmap and a self-assessment tool to help governments translate existing public expenditure into lifecycle cost savings, greater resilience, and long-term public value, while aligning public spending with national economic, social, and environmental priorities.

Dr. Carsten Hansen is a senior procurement reform strategist and researcher with 25 years of global procurement experience in the United Nations system, latest as Chief of Global Procurement.

Farid Yaker

Farid Yaker has over 20 years of experience supporting governments and international organizations. Former Global Lead on SPP at UNEP from 2008 to 2023, he contributed to the development of global SPP methodologies and the operationalization of SDG 12.7. He has worked with over 30 countries to design and implement SPP policies, institutional frameworks, and monitoring systems, helping integrate sustainability and resource efficiency into public finance and procurement practices. He has also played a key role in translating global SPP frameworks into practical, country-level implementation approaches, bridging policy ambition with operational delivery across diverse institutional and market contexts.

About me Dr. Carsten Hansen is a senior procurement reform strategist and researcher with 25 years of global procurement experience in the United Nations system, latest as Chief of Global Procurement at UNDP. He co-led the UN Inter-Agency Working Group on Sustainable Procurement under the UN High-Level Committee on Management, supporting sustainable procurement implementation across the UN system. He is Director of the Sustainable Public Procurement Accelerator Lab (SPP-Lab) at Canada’s top-ranked business school, a Visiting Fellow at Cranfield University publishing on strategic procurement and sustainability, and the author of Waking the Trillion Dollar Giant (2020), a reform framework that informs national SPP system transformation.
